A Company is NOT a License, from Faisal Khan (FK-A036, 18 August 2026), makes one proposition central: having a company in the beneficiary country does not mean it is legally permitted to receive, transmit, settle or pay out cross-border transfers. It is the companion paper to FK-A035, which covers the originating side; this one covers the payout side founders routinely leave unplanned.

The most useful correction is a table of six things founders point to as proof of coverage — a local company, a bank account, local currency liquidity, a trusted relative willing to pay beneficiaries, an attractive FX opportunity, a licence in the originating country — and what each actually establishes: none of them is regulatory permission. "Calling the person your cousin, the company a consultant, the payment a local settlement, or the arrangement arbitrage does not change the activity." The paper also cites the Reserve Bank of India's Money Transfer Service Scheme and the Central Bank of Nigeria's IMTO framework as concrete examples of who is actually authorised to pay out.
