Missouri did not adopt the MTMA's optional virtual currency provisions, and there is no definition of "virtual currency" anywhere in the statute — so the claim that Missouri "explicitly defines virtual currency as money" is, in the guide's words, "not a small overstatement. It is backwards." What Missouri did instead was regulate kiosks directly: the Virtual Currency Kiosk Consumer Protection Act (effective 28 August 2025) deems kiosk operators to be engaged in money transmission and requires licensure — the only express route pulling crypto into Missouri's regime, with a compliance officer and a separate consumer protection officer both required.
