Saudi Arabia has one of the GCC's most developed national payment infrastructures.
Currency and central bank
Currency: Saudi riyal
Code: SAR
Central bank: Saudi Central Bank (SAMA)
Official USD rate: SAR 3.75 per US$1
SARIE: wholesale / RTGS layer
SARIE — Saudi Arabian Riyal Interbank Express — is the national RTGS backbone.
It settles interbank transfers in SAR and provides settlement services to other payment systems.
sarie: instant-payment layer
The lowercase sarie instant payment system launched in 2021.
SAMA describes it as a 24/7 system for low-value local transfers up to SAR 20,000.
It supports:
IBAN;
Mobile number;
National/residency ID;
Email;
Commercial unified number.
This is very different from cross-border AFAQ.

mada
mada is Saudi Arabia's national card network, linking domestic ATM and POS infrastructure.
It also forms part of the broader GCC retail interoperability environment.
SADAD
SADAD supports electronic bill presentment/payment for individuals and businesses.
Cross-border into another GCC country
A Saudi bank participating in AFAQ can route an eligible payment through the regional infrastructure.
Example:

USD
The SAR/USD peg makes dollar treasury particularly important.
A Saudi importer paying a U.S. supplier may simply pay USD through correspondent banking rather than involving AFAQ.
Stablecoins
USDC/USDT should not be assumed to be regulated substitutes for SAR domestic payment rails.
A Saudi-facing stablecoin product requires separate legal, regulatory and bank analysis.
