Whilst you can get an EMI license from pretty much any country in the European Union, the preferred countries of choice are Lithuania and Ireland. Between them, the competition is tough, with Lithuania beating Ireland on a few fronts and vice versa, Ireland beats Lithuania on a few fronts like taxation and the English language.
